Description
Reporting to the head of Strategic Way Performance Management, the Program Analyst will support our client’s Supply Chain Governance Program (SCGP). This individual will be responsible for the assisting in development, implementation, and maintenance of our client’s Supply Chain Governance Program (SCGP) and the associated procedures and supplementary documents. A high level of customer stakeholder management is required in this role. This individual will be accountable for Dispositioning Document Change requests, delivering change using the Prosci change model and regular interfacing with standards organizations, regulatory agencies, and industry working groups to ensure that standards and practices developed, or approved for use in Canada, are compatible with the client’s interests
Deliverables

On behalf of the client;
- Work in accordance with the clients prescribed safety policies and regulations
- Perform Supply Chain Related Oversight activities in accordance with a plan. Review, evaluate and contribute to the preparation of Oversight Planning
- Develop recommendations and solutions to Supply Chain related problems. Evaluate the business activities of the Division against Supply Chain criteria approved by the Client Program Lead and Vice President/Department Managers/Directors. Report findings and provide improvement recommendations
- Develop Department specific procedures and practices to ensure effective implementation of Supply Chain requirements and established Governance Plan, develop and present training courses for client staff and associated organizations to ensure that supply chain-related policies, procedures and practices are understood and properly implemented
- Interface with standards organizations, regulatory agencies, and industry working groups to ensure that standards and practices developed, or approved for use in Canada, are compatible with Client’s interests
- Prepare and revise SCGP related implementation documents, presentations and other supporting requirements including but not limited to, procedures, internal standards, training material, guides and intranet resources
- Prepare and maintain the Program Health Assessment containing program metrics, risks, and continuous improvement plan items
- Interface/Collaborate with the Client interfacing Program Leads and Owners related to the SCGP requirements’ implementation
- Provide SCGP support to the Client’s Perform Organizations (including but not limited to Projects, Engineering, Construction, Maintenance) including interpretation of SCGP and QAM requirements
- Plan, execute and report on oversight activities related to the overall implementation of the SCGP including interfacing programs. This includes Gap Analyses, Missed Opportunity Reviews, Observations, Focus Area Self-Assessments and Benchmarking
- Act as a SPOC, when requested, for audits and inspections
- Maintain up-to-date knowledge of developments in Supply Chain management, regulatory codes and standards and Supply Chain qualifications through attendance in training courses, seminars, contacts with professional organizations and literature reviews in accordance with the Supply Chain qualifications and training requirements
- Other deliverables as required.
Knowledge and Qualifications
- Requires knowledge of Supply Chain principles and application
- Requires knowledge of Supply Chain management and Supply Chain principles to permit understanding of the relationships between technical requirements and quality management practices in providing assurance that specified requirements will be met
- Formal experience and/or training in Prosci methodology considered an asset
- Requires knowledge of engineering principles and application
- Problem solving skills and experience with performing quality related assessments and evaluations
- Proven ability to meet deadlines
- Excellent organization, planning, time management and project management abilities
- Excellent analytical skills and strong attention to detail
- Good communication skills (both written and oral), Interpersonal Skills, Planning, and analytical skills including auditing techniques of examining, questioning, evaluating, & reporting
Education and Qualifications
- This knowledge is considered to be normally acquired through the completion of 4 years of University degree (Grade XII plus 5 years) in Honours Business Administration or related field or an equivalent combination of education and work experience in a related field
- A period of over 6 years and up to and including 10 years of related work experience. Experience in the nuclear or energy industry or other highly regulated and complex business sector.
- Requires experience with Business Analytics, Procurement Management and/or Project Management.
- Experience in the nuclear industry with practical experience in supply chain management
- Technical experience with nuclear industry code applications in Canada (i.e., CSA N299, N286, N286.7, N285, ASME NQA-1, ASME BPV Code Section III, Section V, Section IX) considered an asset
- Knowledge and experience gained within the Nuclear Industry in the area of Supply Chain Program development considered an asset
- Nuclear Regulatory experience considered an asset
